WATER DOCUMENTARY, 2: Spotlighting environmental flow on Passport to Texas. Passport to Texas from Texas Parks and Wildlife Texas: The State of Flowing Water, a new documentary from Parks and Wildlife, examines environmental flow. Well, the most challenging aspect was probably trying to put a human touch to it. :05 Producer, Lee Smith, says viewers may find this documentary challenging. A lot of it involved some of the mechanics and specifics of Senate Bill 3 and House Bill 3, and the creation of the various groups that are going to be establishing the environmental flow levels for the state. :15 Environmental flow is the water needed to maintain healthy ecosystems along a waterway. The low water level in Matagorda Bay on the day Smith arrived with his camera allowed him to document flow in action. You know, you could see the freshwater inflow to the bay. One particular spot, you could see it almost create a riptide. And also, there was this little -- I think it was a Godwit -- that was walking right along that riptide line, catching crabs about the size of a quarter and just tossing them down. He looked like he was at a happy hour buffet.
